The City of Marion was the first city in the Cedar Rapids metro area to adopt the council/manager form of government, making the change in 1964. Marion has had nine city managers since changing to the professional administrator model.

Lon Pluckhahn is the current city manager of  Marion. He has been with the City since March of 2007.

The City Manager is the chief operating officer of the city, and is responsible for the day to day administration of the city. Policy direction is given by the City Council, and it is the charge of the city manager to ensure that the city takes the necessary steps to see that policy is implemented. The manager prepares the city budget for submission to the council, and is responsible for oversight of city expenditures and personnel decisions.

The City Manager's department is also handles the human resources, information technology and communications functions for the City.
