ITEM 1 CALL TO ORDER

Tom Padley called to order the regular meeting of the Public Services Board on Wednesday August 8, 2007 at 8:10 a.m.  A motion to approve the May 2007 minutes was made by Tom Padley and seconded by Mark Morgan.

ITEM 2 Approval of Purchase – Excavator

We have $75,000.00 budgeted FY 07/08 for replacement of an excavator.  We received bids from five vendors with the low coming in at $90,854.00 less $20,000.00 trade in for a total cost of $70,854.00 for a 2007 Link Belt 130 LX track excavator from Rexco Equipment.  Replacement schedule will be 12-15 years.  A motion was made by Dave Kroeger and seconded by Bill Jones to accept the bid.   Motion carried

ITEM 3 Approval of Purchase - Motor Grader
Our 07/08 approved budget allows for $99,500.00 to be spent on the purchase of a new grader to replace our 1993.  Three vendors presented bids with Martin Equipment coming in low at $108,000.00, $8500.00 over budget.  Because we saved over $15,000.00 on both the excavator and the pavement breaker purchases this would be feasible.  A motor grader is an important piece of equipment for the City as it is used for all gravel roads and shoulder grading and is invaluable for heavy snow removal.  Asset replacement schedule for this John Deere 672D is 15 years.  A motion was made by Mark Morgan and seconded by Dave Kroeger to accept the bid.   Motion carried

ITEM 4 Discussion of Placement of Garbage at Curb

Tom shared with members, issues we are having with curbside placement of garbage.  Tom asked for approval to add to ordinance a statement that requires “all items to be collected curbside must be visible and accessible form the street.”  The issue is mainly residents setting trash out behind vehicles out of sight to route drivers.  Tom will contact our City Attorney to set up the exact wording.  Board Members all voted in favor of the additional rules.  Colleen also suggested that perhaps an insert with this information may be sent out with the Marion Municipal Water bill or printed in the Marion Messenger.

OLD/NEW BUSINESS

A motion to adjourn was made at 9:00 a.m. by Mark Morgan and seconded by Bill Jones.

Respectfully submitted by:
