PLANNING AND ZONING COMMISSION
NOVEMBER 30, 2004
1. CALL TO ORDER.
The Special meeting of the Marion Planning and Zoning Commission was called to order at 6:02 P.M.
2. ROLL CALL.
Members Present: Mooney, Adamson, Seidl, Olson, Preussner
Neighbor, Golden, Nesteby
Members Absent: Techau
Staff Present: Treharne, Hockett
3. ZONING AMENDMENT -
a. CPC Resolution No. 04-42 recommending approval of an ordinance establishing a zoning district regulating sanitary landfills.
Treharne presented the staff report regarding the proposed ordinance establishing the Exclusive Use (EU) District and EU-1 Zone regulating sanitary landfills. Treharne explained that the proposed zoning district would allow landfills to operate as a permitted use.
Mooney, inquired if creating this zoning district would conflict with any other zoning districts / uses in other districts, specifically the I-2, General Industrial District.
Treharne indicated that he would review the other districts to ensure no conflicts are created or non-conforming uses established.
Adamson asked about the closure requirements of the district for a landfill and required monitoring of the site.
Treharne indicated that closure and be conducted in accordance with the standards mandated by the State.
There were no questions or comments from the public in attendance.
Motion by Seidl, seconded by Mooney to approve CPC Resolution No. 04-42 recommending approval of an ordinance establishing a zoning district regulating sanitary landfills subject to staff comments and clarification of closure requirements
All “ayes” motion carried.
4. COMPREHENSIVE PLAN AMENDMENT -
a. CPC Resolution No. 04-43 recommending approval of an amendment to the Future Land Use Map of the Marion Comprehensive Plan to include previously undesignated property located east of Highway 13, north and south of Big Springs Road to Agriculture designation.
Hockett presented the staff report regarding the proposed Land Use Map Amendment. Hockett stated that the area proposed for an Agricultural designation is currently designated for Agricultural uses in Linn County, but undesignated in the City of Marion’s Future Land Use Map. This amendment will designate the property identified as Agricultural on the Future Land Use Map.
Bill Copper, 2435 Daleview Drive, stated that he was not against the proposed amendment, but the City should consider an Urban Reserve designation for the area as development of this area and other areas in northern Marion is occurring.
There were no additional comments for or against the proposed amendment.
Motion by Golden, seconded by Adamson to approve CPC Resolution No. 04-43 recommending approval of an amendment to the Future Land Use Map of the Marion Comprehensive Plan to include previously undesignated property located east of Highway 13, north and south of Big Springs Road to Agriculture designation.
All “ayes” motion carried.
5. ADJOURN.
There being no additional business to come before the Marion Planning and Zoning Commission the meeting was adjourned at 6:15 P.M.
