Planning and Zoning Commission
July 11, 2006

1. CALL TO ORDER.

Chairman Nesteby called the regular monthly meeting of the Marion Planning and Zoning Commission to order at 6:00 PM.

2. ROLL CALL.

Members Present: Nesteby, Krigbaum, Techau, Golden, Seidl, Neighbor,
                                Olson (Late), Preussner
Members Absent: Mooney
Staff Present: Hockett

3. MINUTES -

a. Planning and Zoning –June 13, 2006
b. Zoning Board of Adjustment – June 20, 2006
c. Council – June 1, 15 and 29, 2006

Motion by Neighbor, seconded by Techau to approve the minutes of the June 13, 2006 Planning and Zoning Commission as submitted.

4. PLATS -

a. CPC Resolution No. 06-20 regarding Prairie Bend Addition Preliminary Plat located south of Tower Terrace Road, west of 35th Street in Marion, Linn County, Iowa (Morris Wood, LLC).  (Case# 06-62)

Krigbaum stated that a potential conflict of interest may exist and that he would abstain from discussion and voting.

Hockett presented the staff report regarding the proposed preliminary plat.  He stated that the property had been rezoned at the previous Planning and Zoning Commission meeting.  Hockett stated that the development would consist of single family homes, condominiums and a commercial node at 35th Street and Tower Terrace Road.

Nesteby asked why 31st Street did not directly intersect with Tower Terrace Road.  Hockett stated that the direct connection was removed as 31st Street has homes along the entire length.  He stated that with the location and design of 35th Street staff was looking to direct more traffic east and then south as opposed to using 31st Street.

Tred Schnoor, representing the applicant, stated that the connection was not desired by them or the City staff, but several connections will exist between Tower Terrace Road and 29th Avenue in addition to 35th Street.

There were no additional public comments for or against the proposed preliminary plat.

Motion by Seidl, seconded by Golden to recommend approval of CPC Resolution No. 06-20 regarding Prairie Bend Addition Preliminary Plat located south of Tower Terrace Road, west of 35th Street in Marion, Linn County, Iowa (Morris Wood, LLC).

“Nays”: None
Abstain: Krigbaum

Motion carried on a 7-0-1 vote.

5. OTHER BUSINESS.

There was no additional business to come before the Planning and Zoning Commission.

6. ADJOURN.

There being no additional business to come before the Marion Planning and Zoning Commission the meeting was adjourned at 6:27 PM.
