MINUTES
MARION PLANNING AND ZONING COMMISSION
FEBRUARY 13, 2007

1. CALL TO ORDER

Chairman Nesteby called the regular monthly meeting of the Marion Planning and Zoning Commission to order at 6:05 PM.

2. ROLL CALL.

Members Present: AbouAssaly, Krigbaum, Mooney, Neighbor, Nesteby,
                                Seidl, Preussner, Sherman
Members Absent: Golden
Staff Present: Treharne, Planning and Development Director
                                 Hockett, Asst. Planning and Development Director
                                 Steigerwaldt, Assistant City Engineer

3. MINUTES -

a. Planning and Zoning – January 9, 2007
b. Zoning Board of Adjustment – January 16, 2007
c. Council – January 4 and January 18, 2007

Motion by Seidl, seconded by Mooney, to approved the January 9, 2007 minutes subject to spelling corrections.

All “ayes”, motion carried.

4. REZONING -

a. Public hearing regarding a request to rezone property located east of Alburnett Road, north of Randolph Road from Linn County A to R-2, Medium Density, Single-Family Residential.  (Summerfield Investments, LLC)

Hockett presented the staff reports regarding the rezoning request and the preliminary plat.  Hockett stated that the Future Land Use Map was recently amended to accommodate the proposed R-2, Medium Density, Single Family Residential zoning.

There were no comments for or against the proposed request to rezone property from Linn County A to R-2, Medium Density Single Family Residential

b. CPC Resolution No. 07-04 regarding a request to rezone property located east of Alburnett Road, north of Randolph Road from Linn County A to R-2, Medium Density, Single-Family Residential (Summerfield Investments, LLC).  (Case #07-01)

Sherman stated his concern for this type of development; specifically, regarding the lack of imagination on the plat and the proposed density of the project.  Sherman stated he would not support the rezoning or the plat as it has been presented by the applicant.

Mooney stated he was comfortable with the lot sizes and the density proposed as it is a needed housing market in the area.

Motion by Mooney, seconded by, to recommend approval of CPC Resolution No. 07-04 regarding a request to rezone property located east of Alburnett Road, north of Randolph Road from Linn County A to R-2, Preussner Medium Density, Single-Family Residential (Summerfield Investments, LLC) subject to annexation approval by the State.

Motion carried on a 6-1-1 roll call vote.

”Nays”:   Sherman
Abstain:  AbouAssaly

5. PLATS -

a. CPC Resolution No. 07-05 regarding Echo Hill Addition to the City of Marion, Iowa – Preliminary Plat located east of Alburnett Road, north of Randolph Road (Summerfield Investments, LLC).  (Case #07-51)

Mooney stated that he would like to see a connection between the southern east/west street and Artesian Road with a sidewalk between two lots to allow children an easier time getting to the school.

Dennis Stevenson, stated that the Cedar Rapids / Marion real-estate market is saturated with homes in the $240,000 range and higher, thus the need for a development that will result in homes ranging from $165,000 to $225,000.  He stated the price point should attract younger families into new homes near the school.  Mr. Stevenson also stated that the subdivision has been designed to meet minimum standards established by the City and any alteration will result in fewer lots which will cause lot prices to go up and move out of the market they are hoping to attract.

Sherman repeated his concerns for the density and lack of imagination and greenspace with the plat and again stated he would not support the preliminary plat request.

Motion by Seidl, seconded by Mooney, to recommend approval of CPC Resolution No. 07-05 regarding Echo Hill Addition to the City of Marion, Iowa Preliminary Plat located east of Alburnett Road, north of Randolph Road (Summerfield Investments, LLC) subject to the condition that the sidewalk connection be made between two lots located south of the southern most east / west street and Artesian Road and further subject to annexation approval by the State.

Motion carried on a 5-2-1 roll call vote.

”Nays”:   Preussner, Sherman
Abstain:  AbouAssaly

6. OTHER BUSINESS

Treharne presented information to the Planning Commission regarding Conservation Development and national trends regarding development in general.

7. ADJOURN.

There being no additional business to come before the Commission the meeting was adjourned at 7:15 PM.
