MINUTES
PLANNING AND ZONING COMMISSION
NOVEMBER 8, 2005
1. CALL TO ORDER.
Chairman Siedl, called the regular monthly meeting of the Marion Planning and Zoning Commission to order at 6:30 PM.
2. ROLL CALL.
Members Present: Techau, Adamson, Nesteby, Seidl, Neighbor
Members Absent: Mooney, Golden, Preussner, Olson

3. MINUTES -
a. Planning and Zoning – October 11, 2005
b. Zoning Board of Adjustment – No October Meeting
c. City Council – October 6 and 20, 2005
Motion by Adamson, seconded by Techau, to recommend approval of the October 11, 2005 Planning and Zoning Commission minutes.
4. COMPREHENSIVE PLAN AMENDMENTS –
A. CPC Resolution No. 05-35 regarding an amendment to the Future Land Use Map west of Highway 13, north of 29th Avenue from Urban Residential to Commercial (Linn County REC).
Hockett presented the staff report regarding the proposed amendment to the Future Land Use Map. Hockett explained that the property was rezoned to PD-S, Planned Development-Special, with the intent that the remainder of the property outside of the REC buildings would be developed with commercial / Industrial uses. The amendment to a commercial designation would make the property conforming to the intent of the zoning.
Kim Colberg, Linn County REC, stated that the original intent of the development was to permit commercial / light industrial development and that they were supportive of the request.
There were no other comments for or against the proposed request.
Motion by Adamson, seconded by Techau, to recommend approval of CPC Resolution No. 05-35 regarding an amendment to the Future Land Use Map west of Highway 13, north of 29th Avenue from Urban Residential to Commercial (Linn County REC)
All “ayes” motion carried.
5. PLATS -
a. CPC Resolution No. 05-34 regarding R.E.C. Second Addition to Marion Preliminary Plat and Preliminary Site Development Plan located west of Highway 13, north of 29th Avenue (3 lots). (Case #05-75)
Hockett presented the proposed preliminary plat and preliminary site development plan. Hockett explained that this is a reduction of 10 lots from the approved preliminary plat. He stated that at this time only Lot 3 would be developed, with Lot 2 under consideration of purchase by the City of Marion and Lot 1 remaining available for development.
Hockett stated that the preliminary plat as submitted meets the intent of the Marion Subdivision Ordinance and that staff was supportive of the proposed request subject to the following conditions:
1. Entrances to the office area will provide orientation and character to the building through the use of design elements such as special wall treatment, directional signing, highlighted colors, arbors, and/or decorative overhead structure.
2. The buildings will be constructed of either wood or steel construction. The exterior finish of the buildings should include high quality materials such as precast wall panel, masonry block, brick or stone, stucco, metal siding or any combination of these materials to form an architectural design.
3. The building will include elements along the front to break up the mass of the building, including variations in façade materials, landscaping, colors, or building wall offsets of at least two feet.
4. All public access, parking lots, truck docks to the east portion of the lot to minimize impacts of those activities on adjacent properties. Any expansion of those facilities shall be restricted to the eastern portion of the property.
5. 55’ permanent landscape buffer yard along the west property line of Lot 3.
Kim Colberg, Linn County REC, stated that they are excited by the project and the quality of building and site design that has been brought to the table by the purchasers of the property.
Al Bohling, Shive Hattery representing the developer, presented a scaled elevation of the proposed building. Mr. Bohling explained through the use of varied building materials, orientation of the parking and service drives and landscaping that the building will be designed to minimize any perceived adverse effects that it may have on adjacent properties.
Nesteby expressed concerns about the generation of large truck traffic in the area and the connections to residential neighborhoods to the west.
Mr. Bohling explained that due to the clients product only a couple of deliveries would be made a day and trucks would want to get back to the main roads, such as Highway 13 as soon as possible rather than traveling through residential neighborhoods. He also stated that only 30 current employees and 50 potential total employees would be at the facility, far less traffic than would be generated by a commercial retail outlet.
There were no additional comments for or against the proposed preliminary plat and preliminary site development plan.
Motion by Techau, seconded by Adamson, to recommend approval of R.E.C. Second Addition to Marion Preliminary Plat and Preliminary Site Development Plan.
All “ayes” motion carried
6. OTHER BUSINESS.
There was no additional business to come before the Planning and Zoning Commission.
7. ADJOURN.
There being no additional business the meeting was adjourned at 7:32 PM.
