MINUTES
MARION PLANNING AND ZONING COMMISSION
APRIL 11, 2006
1. CALL TO ORDER.
Chairman Nesteby called the regular monthly meeting of the Marion Planning and Zoning Commission to order at 6:00 PM.
2. ROLL CALL.
Members Present: Nesteby, Mooney, Preussner, Neighbor, Golden, Techau, Seidl, and Olson
Members Absent: Krigbaum
Staff Present: Hockett, Treharne
3. MINUTES -
a. Planning and Zoning – March 14, 2006
b. Zoning Board of Adjustment – March 21, 2006
c. Council – March 2 and 16, 2006
Motion by Mooney, seconded by Golden to approve the March 14, 2006 Planning and Zoning minutes as submitted.
All “ayes” motion carried
4. PLATS -
a. CPC Resolution No. 06-10 regarding Nassif Professional Park Addition – Final Plat located south of Blairs Ferry Road, west of Lindale Drive. (Case #06-60)
Hockett presented the staff report regarding the proposed final plat. Hockett indicated that the property was previously developed by Eugene Nassif and single building was constructed. The proposed split of property is to accommodate a new development to the west of the existing building. Hockett stated that the property will be accessed from Blairs Ferry Road via a private access easement between the two proposed lots. He stated stormwater detention facilities are sufficient to accommodate this and future development.
Richard Pankey, Point Builders, stated he was in support of the project and presented building elevations.
Mike Esker, Coldwell Banker Hedges Realty, stated that he represented the applicant and was supportive of the project as it would be a great addition to the City of Marion. He indicated that the access easement would be privately owned and maintained between the property owners in the development.
There were no additional comments for or against the proposed request.
Motion by Mooney, seconded by Seidl to recommend approval of CPC Resolution No. 06-10 regarding Nassif Professional Park Addition Final Plat located south of Blairs Ferry Road, west of Lindale Drive.
All “ayes” motion carried
5. OTHER BUSINESS.
a. Discussion regarding Marion Zoning Code Update.
Treharne updated the Commission on the status of the Zoning Code update.
b. Discussion regarding Hunters Field Addition – Preliminary Plat located west of Winslow Road, south of Huntington Hills Drive.
Hockett presented the proposed changes to the Hunters Field Addition Preliminary Plat. Hockett stated that the developer is proposing to enlarge the detention pond and shift two lots, and that staff has no objection. Hockett stated that staff wanted to make the Commission aware of the proposed change and asked if they wanted to formally review the change.
The Commission indicated that the change does not appear to be significant to warrant a formal review and that it meets the intent of the approved preliminary plat.
c. Discussion regarding proposed mailbox ordinance (Marion Postmaster Request).
Treharne presented the proposed mailbox ordinance drafted by the local post office. Treharne was seeking guidance from the Commission and whether it is an ordinance that the Commission would like to pursue.
Mooney inquired why the City would want to or have any reason to enforce federal postal regulations and stated that he saw no need to pursue the ordinance.
The Commission agreed. Treharne indicated that he would present the same ordinance to the City Council to ensure that the City does not want to pursue it.
6. ADJOURN.
There being no additional business to come before the Planning and Zoning Commission the meeting was adjourned at 7:00 PM.
