MINUTES
PLANNING AND ZONING COMMISSION
February 14, 2006
1. CALL TO ORDER.
Chairman Nesteby called the regular monthly meeting of the Marion Planning and Zoning Commission to order at 6:00 PM.
2. ROLL CALL.
Members Present: Nesteby, Preussner, Mooney, Krigbaum, Olson,
Seidl (late 6:16)
Members Absent: Techau, Neighbor, Golden
Staff Present: Treharne, Planning and Development Director
Hockett, Asst. Planning and Development Director
Steigerwaldt, Assistant City Engineer
3. MINUTES -
a. Planning and Zoning – January 10, 2006
b. Zoning Board of Adjustment – No January Meeting
Motion by Preussner, seconded by Olson to approve the January 10, 2006 meeting minutes as submitted
4. PLATS -
a. CPC Resolution No. 06-03 regarding Edgebrooke Addition – Revised Preliminary Plat located east of Indian Creek Road and west of Edgebrooke Drive. (Case #05-68)
Hockett presented the staff report regarding the proposed revision to the approved Preliminary Plat. Hockett stated that the revisions create one additional lot, but more importantly removed the looped street and created a cul-de-sac. Hockett indicated that this will create more walk out and day light lots and allow the developer to utilize extra dirt elsewhere on site.
Chairman Nesteby inquired to ownership and maintenance of the proposed detention pond located on Outlot 1.
Hockett indicated that the developer is proposing to dedicate it to the City for ownership and maintenance. Hockett stated that the City will not accept the detention pond until the property is fully developed and the pond is cleaned of the silt that is currently collecting there as a result of construction.
Kyle Skogman, Midwest Development Co., stated that the development is in keeping with past Skogman developments and that these would be single family homes that would in time connect with the Sattler Development to the north and provide a second point of access to the development.
Todd Dickerson, Indian Creek Homeowners Association, inquired as to who has the liability on the detention basins.
Hockett explained that the ponds are City property and the City is libel and is responsible for maintenance of the ponds.
There was no further discussion regarding the proposed revised preliminary plat.
Motion by Mooney, seconded by Preussner, to recommend approval of CPC Resolution No. 06-03 regarding Edgebrooke Addition Revised Preliminary Plat located east of Indian Creek Road and west of Edgebrooke Drive.
All “ayes” motion carried.
5. OTHER BUSINESS.
a. Discussion regarding Comprehensive Planning / Sub-area Planning.
Treharne provided a brief update and information regarding Comprehensive Planning and Sub-area Planning. Treharne explained what sub-area planning is and how it has been effectively used in other communities. Treharne stated that he hoped to bring more information to the Commission over the next couple of months and target specific growth areas of the community that need more long-range planning.
6. ADJOURN.
Motion by Mooney, seconded by Krigbaum to adjourn 6:46 PM.
All “ayes” motion carried.
