MINUTES
PLANNING & ZONING COMMISSION
January 9, 2007
1. CALL TO ORDER.
Chairman Nesteby called the regular monthly meeting of the Marion Planning and Zoning Commission to order at 6:00 p.m.
2. ROLL CALL.
Members Present: AbouAssaly, Golden, Krigbaum, Mooney, Nesteby, Preussner, Seidl (6:04 p.m.), Sherman
Members Absent: Neighbor
Staff Present: Treharne, Hockett, Steigerwaldt
3. ELECTION OF OFFICERS -
Motion by Krigbaum, seconded by Seidl to retain Nesteby as Chairperson, appoint Mooney as Vice Chairperson, and Preussner as Secretary.
All “ayes” motion carried.
4. MINUTES -
a. Planning and Zoning – December 12, 2006
b. Zoning Board of Adjustment – No Meeting
c. Council – December 7 and 21, 2006.
Motion by Mooney, seconded by Krigbaum to approve the December 12, 2006, Planning and Zoning Commission minutes as submitted.
All “ayes” motion carried.
5. COMPREHENSIVE PLAN AMENDMENT -
a. Public hearing regarding an amendment to the Future Land Use Map of the Marion Comprehensive Plan to change the designation from Agriculture to Urban Residential for property located between Alburnett Road and 10th Street, north and south of Artesian Road.
Hockett presented the staff report regarding the Land Use and Transportation Map amendments. Hockett stated that staff expanded the request based on the ability to sewer the properties and the need to better anticipate and plan for growth in the area. Staff was recommending approval of both the requests.
Dan Schkoshue, 5914 10th Street, indicated that he was the son of Judy Cheeseman owner of property on north 10th Street and had questions regarding the proposed alignment of Artesian Road through the property.
Hockett indicated that the street is proposed to be located behind their house an equal distance to the neighbor’s house. The road would split the property and would then be shared between the two owners at the 10th Street intersection.
Janice Berridge, 2139 Randolph Road, inquired if the north/south street proposed would continue south of the school.
Hockett stated that the proposed north/south minor arterial would stop at the future Artesian Road and would not continue directly south. The anticipated density of the property to the north requires that an additional minor arterial be included in this request.
There were no additional comments for or against the proposed request. The public hearing was closed.
b. CPC Resolution No. 07-01 regarding an amendment to the Future Land Use Map of the Marion Comprehensive Plan to change the designation from Agriculture to Urban Residential for property located between Alburnett Road and 10th Street, north and south of Artesian Road from Agriculture to Urban Residential. (Summerfield Investments, LLC)
Motion by Seidl, seconded by Mooney to recommend approval of CPC Resolution No. 07-01 regarding an amendment to the Future Land Use Map of the Marion Comprehensive Plan to change the designation from Agriculture to Urban Residential for property located between Alburnett Road and 10th Street, north and south of Artesian Road.
All “ayes” motion carried.
c. Public hearing regarding an amendment to the Transportation Map of the Marion Comprehensive Plan to change the alignment of Artesian Road between Alburnett Road and 10th Street and designate an unnamed minor north/south arterial to be located between Artesian Road and County Home
There was no public comment for or against the proposed amendment. The public hearing was closed.
d. CPC Resolution No. 07-02 regarding an amendment to the Transportation Map of the Marion Comprehensive Plan to change the alignment of Artesian Road between Alburnett Road and 10th Street and designate an unnamed minor north/south arterial to be located between Artesian Road and County Home
Motion by Seidl, seconded by Golden to recommend approval of CPC Resolution No. 07-02 regarding an amendment to the Transportation Map of the Marion Comprehensive Plan to change the alignment of Artesian Road between Alburnett Road and 10th Street and designate an unnamed minor north/south arterial to be located between Artesian Road and County Home

6. PLATS -
a. CPC Resolution No. 07-03 regarding Linn Mar III Addition to Marion, Iowa – Preliminary Plat located east of Alburnett Road, south of Randolph Road extended. (Case #06-85)
Hockett presented the staff report regarding the proposed preliminary plat.
There was no public comment for or against the proposed request.
Motion by Mooney, seconded by Preussner to recommend approval of CPC Resolution No. 07-03 regarding Linn Mar III Addition to Marion, Iowa Preliminary Plat located east of Alburnett Road, south of Randolph Road extended.
All “ayes” motion carried.
7. OTHER BUSINESS
There was no additional business to come before the Commission.

The meeting of the Marion Planning and Zoning Commission was adjourned at 7:04 p.m.
