Regular Sessions

• Date/Time: Thursday following the Work Session at 5:30 p.m.
• Location: City Council Chambers, 1225 6th Avenue, Marion, IA (changes noted on agenda)
• Agendas are posted 24 hours in advance of meeting. 

NOTE: Meeting schedule may change if the scheduled meeting falls on a holiday. All council meetings are open to the public. 

• Current council agendas, packet information and minutes are available through the meeting portal. 
• To be notified when agendas and minutes are posted, please subscribe through the meeting portal.  
• Archived information (prior to November 2020) can be found on the City's calendar.

The public are able to attend any open meeting in person. City Council meetings will continue to be broadcast via Zoom for viewing only. Zoom links to each meeting is provided on the meeting portal.

Commenting Instructions 

Comments from the public are only allowed during regular meetings. The public may speak during an applicable public forum or public hearing. 

Anyone who wishes to comment must either attend in person or submit the comment to the City Clerk by 4:00 p.m. the day of the regular council session via email.

Public Forum or Public Hearing Rules

If you will be attending a council meeting, below are rules of procedure for the public forum/hearing sections:

• Once in the council chambers, yellow comment cards can be found at the podium or end of the staff table. Please complete and turn in to the City Clerk when you come forward to speak. This ensures we have correct contact information and spellings in our meeting minutes.
• Do not approach the dais (where Council sits); If you have handouts, please submit materials to the City Clerk for distribution to Council.  
• Once called forward by the presiding officer, persons shall step up to the podium and are encouraged to state their name and group affiliation (if any). 
• In order to preserve meeting decorum, speakers are encouraged to address the Council as “Mayor and Members of Council.”
• All persons wishing to speak in any designated public forum will be provided a maximum of five minutes to make their comments.
• No speaker may engage in conduct or speech that is imminently threatening to any person, which incites violence, or which is obscene.
• Please avoid repeating comments or points that have been previously shared.
• Speakers and attendees of the meeting shall not engage in conduct that disrupts the orderly progress of the meeting and/or engage in speech or conduct which interferes with other’s ability to participate in the meeting.
• Failure to adhere to these guidelines or engaging in any disruptive speech or behavior, shall, after a warning, result in removal from the meeting and may result in further legal action including prohibiting a person’s presence at future meetings.

Agenda items are split between Consent Agenda, Consent Agenda with Abstention, and Regular Agenda.

Proclamations: The Mayor issues proclamations to honor or recognize an event, period of time, significant moment, an individual or organization or to help raise awareness to an issue. Proclamation requests can be submitted online and are subject to approval by the Mayor. 

Presentations: This section is for presentations from external entities regarding current council action and area projects and events. 

Public Forum: Public forums are only held at the Regular Session Council meetings. There is one at the beginning of the meeting which is for comments from the public on topics listed on the agenda and not associated with a public hearing. There is also a public forum at the end of the agenda which is for any comment from the public. 

Consent Agenda: This section includes routine items and items under this section are enacted by one motion without separate discussion unless Council requests an item to be removed to be considered separately.

Regular Agenda: Each agenda item under this section is considered separately.

Other Department Discussion: This section of the meeting is set aside for other department discussions, presentations or updates not related to current Council action.
